eBay announced the 2021 Fall Seller Update today and also announced it is changing the User Agreement. eBay had announced or signaled many of the changes coming as part of the Fall Update, such as its new pay-per-click advertising program.

eBay is also expanding logistics and fulfillment services to sellers in Germany, in part to make cross-border trading easier:
eBay later posted the news on the eBay.com Announcement Board , where you can find the changes that will impact US sellers.
One change that's hard to believe hadn't already been available to sellers who pay a subscription for an eBay Store - sellers can now upload custom branding to their Store.
As far as the changes to the User Agreement, eBay listed them as follows: - Adding a reference to our cancellation policy - Clarified the type of information sellers must provide when eBay manages paymentsBut sellers were frustrated that eBay's description of the changes was so cryptic and linked to the full User Agreement - sellers reported they couldn't easily see what exactly was changing.
You can sense the frustration from some sellers commenting on this thread set up by eBay for users to ask questions - one seller wrote:
"Seriously, we can't comment on changes if we don't know what changed."We can't be expected to print the entire current User Agreement and a copy of the new one presented here then spend hours trying to spot the differences. This legally binding document is too important to be given such a lack of transparency.
"A little help eBay please." An eBay moderator responded to such comments with the following:"The user agreement now refers to an existing cancellation policy. The payment section further clarifies what seller information is needed for eBay to manage the sellers payment information."

It's a major pain in the rear for those of us who have already been through this in other categories and now have to do it all over again without a chance to even breathe a sigh of relief.
And Biden wants the IRS to be able to access everyone's bank account, PayPal account, etc., to find tax evaders. Watch out, Toolguy, they're coming for you.
A comment I read on the eBay community boards offered the thought that if enough sellers opt into pay per click that new revenue just might keep regular seller fees at the current level for the time being. One can only hope.
I really dont think that ebay can raise fee's. If you take into account the cost of FBA, vs USPS, it ends up being less in a round about way. So Amazon's fee's may be more, but the little money you save using FBA evens the take rates.
Big sellers like Amazon for their FBA. A fee hike by Ebay would just push more larger and medium sellers over to Amazon only! I hope they have the brains to see that.

I am in a niche and if eBay allows my competition to pay per click to put their subpar items above mine which have been best match for years, then I will use this said tool to charge my competition by clicking their items.
They will learn fast and things will be normal in my niche. No one handing profit over to eBay to try and outsell me.

Honestly, if there’s no substance worth more than a cursory yawn, then what’s the point of making a ‘change’? Not really the point though…
This is ALSO an update with the UA (aka legally binding contract) in this apparent three-RedBull (tm) change. And a thorough perusal of the next chapter of Let’s See What eBay Can Get Away With would seem to be an imperative (annotated or not) since the said semi-annual nightmare should (needed or not), somewhere in there, refine how eBay will extend it’s reach into your purse, not negotiably.
One thing it’s not, is a lullaby.
So let the cheerleader(s) rah rah and bis boom bah all they want (it's so repetitive and tiresome). eBay once again tries to reinvent themselves (they don't know if they are going or coming. and the empty suits continue to throw more spaghetti against the wall) there are other, and more stable sites to sell on. eBay is clearly doubling down on favoring their enterprise sellers and with this latest announcement they're just adding busy work for sellers in the affected categories. They always pull this nonsense right before the holidays.
Currently sales on my website and the other sites that I sell are robust enough that I simply sit back and enjoy the popcorn while I watch eBay implode. Continually raising fees and giving as little as they can back in return is a business plan written by fools.
